Reiterates request of visited communities to pay travel, accomodation costs

Mother Mary Clare Millea last month sent out the first wave of letters to U.S. women religious communities being visited this spring as part of a three-year Vatican study, officially called an Apostolic Visitation.
In her letter, Millea, superior general of the Apostles of the Sacred Heart of Jesus, and charged by the Vatican with directing the inquiry, issued more specific guidelines for site visits, along with a list of responsibilities requested of the visited communities and their leaders.
Millea once again requested the chosen communities to accommodate the visitors and to pay travel and lodging expenses, if possible.
The Millea letter informed religious superiors that each sister within the community be told that their community has been selected for an on-site visitation and that communities make available any sister the visiting team asks to interview.
“The on-site visit is an integral part of the visitation process,” Millea wrote in a letter to one congregation head, adding that it intends “to offer as many of your sisters as possible the opportunity to freely express their vision of the joys and challenges you face in seeking to live your charismatic identity and mission.”
NCR obtained a copy of the letter.
It stated that Millea did not yet know the number of person who will be interviewed, adding that once she does, the names of other visitation team members will be shared. The letter stated that all visitors are religious with at least 20 years of profession and will have taken part in a weekend orientation process before they arrive.
This week Millea’s office issued a statement saying that 78 religious had been invited to an orientation session in St. Louis the weekend of Feb. 26-28.
Millea reiterated that visitors will be bound by strict confidentiality and will express no judgment either in writing or orally to the major superior or to any other member of the religious community prior to, during or after the visit.
She said that at the end of the site visit, the team will formulate and send to her a report in which they will seek to articulate “the accomplishments, the key strengths and challenges” of the community as revealed in dialogue with community members. The report will also include recommendations the visitors think are appropriate. She said these reports will assist her in writing a final report that she will submit to the Vatican Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, headed by Cardinal Franc Rodé.

Millea stated that all sisters residing at the chosen site will be asked to at least meet and greet individually one of the visitors during the on-site visit. Sisters who do not reside at the site who request to speak with a visitor shall be permitted and welcomed to do so at the site. Phone or Skype interviews will be accorded to those who cannot come to the site.
Millea stated that if the community wishes up to 8 persons who are not vowed members of the community can be invited to take part in a 90-minuted focus group session with team visitors. Sisters of the visited community will not be present at the meeting, an accompanying guideline stated.
The length of the on-site visit will vary, the Millea letter stated, depending on the number of sisters to be interviewed. Normally, the letter stated, the team will arrive on a Sunday and will stay no later than Friday of the same week.
“We ask you to provide room and board for the visitors and, if possible, reimburse transportation costs related to the visit, the Millea letter stated.
According to a document that accompanied Millea’s letter titled “Phase 3: On-site visit to Religious Institutes: Responsibilities of Major Superiors,” these responsibilities include: Meeting arriving visitors, arranging an open gathering of visitors and sisters, arranging daily schedules for visitors, including time for individual and group interviews, liturgy, meals and community prayer, and discussions for possible reimbursement of visitation team’s room, board and travel expenses.
The major superiors are also requested to provide private work space for the visiting team, private rooms (one room per team member) for individual interviews, phone use for visitors in a private area, a paper shredder, copy machine, computer and printer; and a list of names and contact information of all sisters in the community.

What does that mean?

In spite of 20 years with vows, these religious must take an additional oath to . . . Rode? Millea? Whom? And that oath brings a special grace, Millea claimed earlier. How does she know that?

Millea knows nothing----certainly nothing about grace for taking an oath. She is simply a betrayer of the American Sisters. How her own Sisters can stand her is beyond me.
Many of your suggestions
Many of your suggestions regarding the Apostolic visitations are prudent and fair, but the tenor of your comments lacked both of these qualities. I have always felt the pain of the people who felt imposed upon since no one ever enjoys an evaluation by any authority, but it need not be a disaster. I don't believe these visitations are a threat and can actually improve communication and cooperation.
The people making the visitation are not the enemy nor is it honest to term them as "invaders".
Have faith, have hope, and be at peace. God is good and everything...good and bad...are opportunities to growth and a better understanding of God will for us as individuals and as Church.

And how will these persons be chosen? Are these the people who instigated the "investigation"? Does the religious order know who these people are & do they have any way to comment on their relationship or lack thereof with these people?
And since when does an uninvited guest all but command that their travel, meals, & lodging be paid for??? Does an uninvited guest command a private room? a copier, computer, printer? Complete contact information for every person of the community (this is private information...who knows how it will be used and by whom)?
It is Lent, but this still has an awfully fishy smell to it...

The phrase "persons who are not vowed members" can often refer "canonically" to the associate ralationship.

I, too, think asking the "interviewees" to foot the bill for the uninvited "interviewers" adds insult to injury. Perhaps there would be "visits" to seminaries/rectories across the country, so priests too, could share their "visions and joys and challenges they face in seeking to live a charismatic identity and mission". I have been part of a school accreditation process where a group of educators spent several days interviewing administrators, teachers, school board, and parents... The school welcomed the team because it wished to be able to advertise its program as accredited... The school received a detailed report stating the positives and negatives... How else would we improve on any deficiencies?

The religious communities are struggling to remain vibrant. They have a commitment to their oldest members to support and care for them. The monetary request is ridiculous. This staement was softened with the phrase..."if the congregation is able." If the Vatican is requesting this visitation the office of Cardinal Rode needs to pay for all expenses. Oh that's right...the Vatican is broke from paying for all the settlments connected with the Clergy abuse cases. The manner in which the
The manner in which the apostolic visitation is being carried out reminds me of what happened in Harry Potter and the Order of the Phoenix when Professor Umbridge begins teaching at Hogwarts. In fact, Mother Millea has a bit of an Prof. Umbridge look to her. It seems somewhat insulting and overbearing that the communities being visited are being asked to reimburse the visitation team for travel expenses. How ridiculous. Surely the Vatican can afford this aspect of the study.

Don't you realize that some of who have left, do send monies to these communities, because we love our Sister's, even though we left for personal reasons. Like not wanting to do the VOW of Obedience or Celibacy?????? I have not minded living the VOW of poverty, because while earning a good income after putting myself thru a Master's in Social Work I gave much of my money to those who had less than myself.
Sorry, some of us are intelligent, can think and budget for ourselves and we like SEX. I am convinced more and more, that many younger women, like myself, entered the convent when we were YOUNG and vulnerable to get away from boys who wanted to marry us, or to be SAVED from our emotional and sexual attraction to other women, ever since we were very young girls.
And that many entered to get away from the NIGHTMARE of having been molested by priests, uncles, fathers, grandfathers ... and even RAPED in College.
Yes, I am outrageously angry at this INQUISITION of the heroic women who remained in community, communities those of us who left, did so with deep pain and loss.
This is the 21st Century. Or are you still stuck in the 19th let alone the mid-20th Century?????

Everything mentioned is
Everything mentioned is pretty much standard in any field for these kinds of visitations. I remember being involved in Middle States School Accreditation visitations, twice; once, on the faculty of a school facing accreditation and once as a member of an accreditation team. I don't recall how the costs were handled (actual costs or Middle States fee) but the school facing accreditation, paid and made all the arrangements. It was a pretty thorough and demanding process as I recall. The "feeling/tone" that comes across in this report is also exactly how I remember it being in my experience with Middle States. It was very professional. (My department got a rather poor evaluation!) The religious who are objecting to this whole thing come across to me as rather immature. Perhaps they have been unaccountable for too long and are of the opinion they can't learn and profit from the experience.

The Middle States School
The Middle States School Accreditation visitations are requested by the academic institution so that they can be accredited. The US woman congregations did not ask for their visitations. They were forced upon them. That is a big difference, and there is really no comparison

That's true of my
That's true of my professional organizations as well, except that accreditation consultations are conducted in an atmosphere of collegiality, and the standards for accreditation are formulated and truly hammered out by the membership, and revised at 5 and 10 year junctions. Therefore, the institutions seeking accreditation know at the beginning what standards they will be expected to comply with. They receive as a group the verbal summary from the visiting team, followed by an extensive written document within 30 days, to which they may respond. Finally, when accreditationi is bestowed or renewed, the entire organization sends welcomes and congratulations. These organizations are accredited by the US department of Education, and both are well respected. My heart breaks for the stress and polarization the vatican is creating.

I'm so glad to know that Sister Milea's has all those possibilities for a "team" when they visit her congregation; or so I assume since she so easily demands this of the congregations visited. (By the wat, that report on her congregation ought to be interesting since the visitors cannot discuss--even in writing--anything with the superior). What she probably doesn't know is that not all congregations have those "private" possibilities for each member of a team--not to mention all the equipment they "need".

How on earth do you learn or profit from a visit when those visiting have taken an oath to tell no one but Rome what they have concluded from their visit. If there was any idea that the nuns could benefit from the exercise surely a report or better still a discussion face to face about what the visitors have observed or been told would be much more likely to bring about positive results. It is obviously not so much about any possible improvements as giving more power to those at the centre of operations in Rome.

The process of accreditation required us to do a self-evaluation first before the evaluation team arrived. Our self-evaluations were given to the visiting team. The congregations have been asked to think about what they are doing and how that fits with their original mission. Certainly that is a worthwhile exercise made more valuable since you have to try and explain it to someone outside. It's not necessarily bad if the current activities don't fit the original plan. Outline the reasons why you think it's better that they don't fit. Maybe engaging in the process will confirm you in what you are doing or maybe it will cause you to adjust. A mature person looks for growth and self-correction that can be stimulated by objectively justifying your goals and strategy to someone else. An immature person considers all inquiries as a threat and assigns to the enquirer evil intentions.

Bernie, you do not know what you are stating! What the Sisters are being asked to do----they DID since the mandates came out after Vatican II---1968-1970's marked the first wave of studies that all religious communities undertook to look at who they were as a religious community. Some found out that their founder/foundress NEVER wanted their followers to be living in convents, but at their own homes. These religious discovered that the original members of their communities were forced into entering convents, because the Vatican believed that religious women must be enclosed, and live a monastic or semi-monastic life-style.
Other communities dug into the rich heritage of their past and published the letters of their founders and made them available for all the Sisters to read and reflect upon. All communities, up-dated their constitutions once in the 1970, and again in the mid to late 1990's.
And now Mother Clare Millea stated in her essay in
"Review for Religious" on page 14, that "the visitation team will formulate a report for the apostolic visitator (Millea) in which they will seek to articulate the accomplishments, the key strengths, and the challenges of the institute as revealed in their dialogue and will include any recommendations which they consider appropriate."
According to Millea, the visitation team will attempt to do in a couple of days, what the Sisters themselves, over the decades, missed in their discussions, studies, applied practice of their Rule and Constitutions---weren't able to do? I think not!

It all smells of deception and collusion with the most dysfunctional and double crossing power grabbers in Rome. I would encourage the sisters to have witnesses to every minute Milea and her minions are inside of their institutions. I am persuaded they are up to no good and the only way to expose these posers is to have witnesses. I agree with one of the posters in this thread, the LCWR may have to resort to EVERY modern technology to insure that every action by these nefarious shills of Rode are recorded and if need be, EXPOSED to the world. A "Spanish Inquisition" mode describes Rode and his ilk and we must protect the sisters and expose them all to the world. It is the height of arrogance to expect these sisters to pay the room and board of the interrogators. I say RESIST by using every legal maneuver that is available. None of the methods of this "investigation" they call a "visitation" should be trusted. This is all UNACCEPTABLE and MUST BE STOPED at all costs, including the step of becoming non-canonical. Our Sisters have educated children, established educational systems throughout the world, nursed the sick, opened hospitals and clinics where there were none, stood up for social justice - teaching black children when bishops opposed it, opened co-educational institutions when the Vatican prohibited it and refused to leave dioceses because the bishop didn't want them there -- hello Mother Francis Cabrini and Mother Caroline Friess.
Remember, many of the foundresses of our largest and most serving congregations butted heads with with the Vatican and bishops who wanted to control them. But, they were on a mission to serve. And serve they did and they continue to serve.
And, when pedophile protecting prelates where covering up sexual abuse among their priests it was our Sisters who spoke up and many suffered the consequences.
And now, we have a 'good sister' in veil and habit and the title of "Mother" doing the dirty work of self-righteous men who want to put our Sisters in their place and probably grab their assets.
Maybe when Millea (I'm sorry, Mother) and her storm troopers come for their visitation and inquisition they should be met with sweet little nuns wearing veils, telling the inquistors what they want to hear and then throw them out.
And of course, let the Vatican pay for it.

Sisters of the visited community will not be present at the meeting, an accompanying guideline stated."
She then asks: "And how will these persons be chosen?" And then wonders: "Are these the people who instigated the "investigation"? Does the religious order know who these people are & do they have any way to comment on their relationship or lack thereof with these people?"
Could someone please read the article back over to Rachel, carefully underlining each word with an index finger, slowly pronouncing those words which have more than one syllable as poor Rachel seems not to understand English too well. For it is written: "Millea stated that if the community wishes up to 8 persons who are not vowed members of the community can be invited to take part in a 90-minuted focus group session with team visitors."
Got that? "CAN BE INVITED..." That is BY THE COMMUNITY!

Well, old Sport, we in American can read and write just as well as you fine folks in old Scotland, who are under the patronage of St. Andrew.
So, please put down your glass of good old Scottish brew and note carefully.
The editor of this commentary, made an error in one of his statements, which he corrected in one of the following blogs. The error that he corrected should have read---that the religious communities are permitted to invite some non-vowed individuals (possibly associates or affiliates of the congregation) to attend liturgies, prayers, and dinner. I believe the number was 8 individuals. A number of people commented on the error in the original commentary BEFORE the correction was made.
Now for 'Rachel'. I have news for you---Rachel has been following very carefully ALL that has been written about this whole process---on NCR. YES, there was a training process in which all the visitators were expected to attend. And after that process was completed---all the Visitators are to stand and take an oath of loyality to the Catholic Church---to all that it teaches and believes. It is not an oath of loyality to Cardinal Rode or any arch/bishop.

Yes, clearly long overdue! I suspect those that as making a big issue out of this visit clearly are worried about something being uncovered. Like lack of fidelity to Holy Mother Church perhaps? The communities that I know of that are faithful to Holy Mother Church would welcome such a visit. Thank you Mr. McLoughlin, or should I say "a voice crying out in the desert".

Maybe instead of taking a "hauf", the anonymous author took a look at page 13 of letter this article is commenting on: The Apostolic Visitation of Institutes of Women Religious: A Visitator’s Perspective (http://www.apostolicvisitation.org/en/materials/ReviewforReligious.pdf), In it, Mother Millea writes:
Before conducting the on-site visits, all potential visitors will have participated in an orientation workshop during which they will pronounce the public profession of faith and the oath of fidelity to the Apostolic See that are made by those assuming offices to be exercised in the church’s name. This profession carries with it a special grace which will strengthen the visitors in their delicate task.
The announcement, preparation, initiation and proposed conclusion of this visitation have been confusing to say the least; and personally disruptive as Mother Milea points out on page 8 of this same letter. It is dificult to sense any of the manner for fraternal correction suggested by Paul or Francis of Assisi in their letters to our Christian family. This is stirring an inquisitorial atmosphere rather than a sororial conversation.
At the Visitation, under whose patronage this encounter was convened, Mary and Elizabeth expressed joy and awe at the mission they were participating in: the fulfillment of the First Covenant and the beginning of the New and Everlasting Covenant. And that visit lasted only three months.
Hopefully this confusing visitation/"inquisition" terminates soon so that we can continue answering our call to evangelization, to proclaim the Good News united as one family.

As an English teacher, I found it most enlightening to read and analyze Mother Millea's own writing style and use of language in her recent "Review for Religious" article about the visitation. I wonder what a trained psychologist would make of it as well:

Particularly striking to me were these passages:
"In open and honest dialogue with the universal church, the visitation is a means for congregations to evaluate their present reality with courage and truth, to rediscover their founding charism, and to live it in a more authentic manner appropriate for the present time." (page 10)
"The grace of the apostolic visitation can only occur in a climate of prayer and docility, open dialogue, and collaboration, with a sincere desire on the members' part to examine the congregation's strengths and weaknesses and to effect changes which would enhance the expression of its charism and ecclesial identity." (page 10)
"The canonical model of religious life which underlies the questions does not fully correspond to the lived reality of certain institutes. The questionnaire extended an invitation to those communities which appear to be evolving into a new form of consecrated life to describe their emerging expression of vowed living. Honest and respectful conversation between the institute and the Apostolic See could predictably lead to greater clarity of purpose and identity." (page 12)
And finally, as evidenced in the FOOTNOTES to her article, John Paul II's Vita Consecrata is given hierarchical privilege and status over Vatican II's foundational Perfectae Caritatis - which isn't even cited once. This is one of the major methodological flaws in the entire visitation process and unfortunately, indicative of the real, not-so-hidden agenda of the Vatican.
